Hey Paul! You will need to set up with a server such as feedburner in order for people to recieve email updates (I think bloglines may do this as well, but I am not sure). From there you will have a tab on our blog where people can submit their email address and then will get a notification via email that you updated your blog.
Another way to know if your updating your blog is to be a "follower" Once someone follows your blog they will know when you update each time they sign into blogger.
